1. Scope
1.1 This Standard applies to measurement of the efficacy of fluorescent lamp ballasts for use in fluorescent luminaires to be installed in industrial, commercial, or residential locations.

This Standard applies to ballasts intended to operate at a line frequency of 60 Hz.
1.3
It is concerned with ballasts for four types of fluorescent lamps, 40T12 rapid start, 96T12 (0.800A) rapid start, 96T12 (0.425 A) instant start, F32T8 rapid start. Other fluorescent lamp and ballast combinations are not currently included in this Standard, but may be included at a later date.
1.4
This Standard does not apply to a ballast that is designed for use in ambient temperatures of -17.8?C (0?F) or lower.
